The ACCC has published a consultation paper on the development of record keeping rules (RKR) for non-NBN superfast broadband network providers regarding service quality and network performance.

The consultation paper sought stakeholders’ views on the scope of the proposed RKR, including which superfast broadband network operators should be required to keep and retain records and report to the ACCC, the information they should be required to keep, and the level of detail.

The consultation paper included proposed tables of reporting metrics that we sought stakeholder feedback on.

We received submissions to the consultation paper on 13 December 2024. Telstra and TPG/Vision both submitted public and confidential versions of their submissions.

After considering submissions to the consultation paper, we will develop and publish draft record keeping rules (RKR) for consultation in 2025.

When finalised, the RKR will support the ACCC’s regulatory functions including the Superfast Broadband Access Service declaration and access determination.
