Project overview

The Mobile Infrastructure Report provides analysis on the change in mobile network operators' (MNOs) mobile infrastructure and coverage. The analysis is based on information collected from the three national MNOs - Singtel Optus Pty Limited (Optus), Telstra Corporation Limited (Telstra) and TPG Telecom Limited (TPG) under the Audit of Telecommunications Infrastructure Assets – Record Keeping Rules (Infrastructure record keeping rule).

The ACCC has disclosed the relevant Infrastructure record keeping rule data provided by the MNOs pursuant to section 151BUA of the Competition and Consumer Act 2010. The disclosed Infrastructure record keeping rule data includes detailed information on the mobile sites operated by each MNO and historical coverage maps.

The Infrastructure record keeping rule data is available at

The reference date for the Infrastructure record keeping rule data disclosed on as well as the relevant analysis is at 31 January in each year.

The ACCC anticipates that the disclosure of the Infrastructure record keeping rule, together with the ACCC's derived statistics and the Mobile Infrastructure Report will provide.

  • more transparency on how the MNOs’ mobile infrastructure and coverage have changed over time and scrutiny of these changes in specific geographic areas.

  • more accountability over investment claims made by the MNOs, particularly in specific geographic areas.

  • useful information on the state of mobile networks for policymakers, particularly when formulating policy responses to mobile coverage issues.
