About Digital ID

To access some services or products, you must first verify your identity. This lets the service or product provider know you are who you say you are.

Setting up a Digital ID allows you to verify your identity online, without having to provide extra personal information or repeatedly provide the same ID documents to different organisations.

Australia's Digital ID System is a key part of the nation's broader digital transformation. The Australian Government expects the Digital ID system will help strengthen Australia’s growing digital economy in 2 key ways.

  1. Providing secure, convenient, voluntary and inclusive methods of verifying identity in online transactions for both the public and private sector. The system will protect the privacy and security of your personal information.
  2. Helping build trust in digital ID services. The system will help streamline online services, and support further development of the digital sector.

Our role as Digital ID Regulator

As the Digital ID Regulator, the ACCC is responsible for:

  • accrediting entities providing digital identity services under the Digital ID legislation
  • approving entities to participate in the Australian Government Digital ID System (AGDIS) 
  • undertaking compliance monitoring and enforcement activities for non-privacy aspects of the Digital ID System.

Entities can include Commonwealth, state and territory departments, and private businesses.

Participation in the AGDIS is being phased. It will open to the private sector from December 2026.

Other roles in Digital ID

The Office of the Australian Information Commissioner is the regulator for the privacy aspects of the Digital ID System.

The Office of the System Administrator oversees operational aspects of the AGDIS including managing applicant testing and onboarding organisations that have been approved to participate.

Working together

A Memorandum of Understanding (MoU) between the Office of the Australian Information Commissioner, the System Administrator and the ACCC has been put in place for Australia’s Digital ID System. 

The MoU supports the parties to carry out their independent Digital ID functions by facilitating cooperation, consultation and legally permitted information sharing between the parties.

Information for providers

We have developed guidance to assist providers in applying for accreditation and Australian Government Digital ID System (AGDIS) approval. The guidance includes information for approved and accredited entities. These resources are available on the Digital ID System website.

The ACCC maintains a Digital ID Accredited Entities Register and an Australian Government Digital ID System Register.

The legal basis of our functions

The Digital ID Act 2024 establishes the legislated accreditation scheme for Digital ID providers and the legislated Australian Government Digital ID System (AGDIS). The Act also gives the ACCC its functions and powers as the Digital ID Regulator.

The Digital ID (Transitional and Consequential Provisions) Act 2024 establishes the mechanism for existing entities to transition into the new legislated system.
