About the scheme

The Motor Vehicle Information Scheme is mandatory under the Competition and Consumer Act 2010.

It makes motor vehicle service and repair information available to all Australian repairers and registered training organisations. They can buy at a price that doesn’t exceed the fair market value.

Roles under the scheme

Data providers

A data provider is a person or corporation that supplies scheme information to Australian repairers or registered training organisations.

Data providers may include:

  • car manufacturers
  • local distributors
  • importers
  • other affiliates such as data aggregators.

Repairers

A repairer is a person who is in the business of diagnosing faults with, servicing, repairing, modifying or dismantling motor vehicles. 

This also includes:

  • specialist repairers such as auto electricians, transmission, brake, suspension and windscreen technicians
  • vehicle body or smash repairers.

Registered training organisations

An Australian registered training organisation provides educational courses on:

  • diagnosing faults with
  • servicing
  • repairing
  • modifying, or
  • dismantling vehicles.

Responsibilities of data providers

Data providers have responsibilities under the motor vehicle information scheme.

Data providers must:

  • offer to supply scheme information and make it available to view for free on their website
  • notify the Scheme Adviser of the offer and any changes to the offer
  • supply scheme information prepared by manufacturers of vehicles covered under the scheme. This includes information used for diagnostics, services or repairs.
  • charge no more than the fair market value to supply scheme information
  • supply scheme information within the time frames set out by the scheme
  • pay compensation to any third parties that hold copyright to information they must share under the scheme
  • provide scheme information in a form that is accessible.

    Data providers must not set terms that require the purchase of one or more services or products to access scheme information.

    Benefits to repairers and registered training organisations

    Under the scheme, repairers and registered training organisations can buy service and repair information, at a fair price. 

    Data providers must provide scheme information in a form that is accessible.

    Restricted safety and security information

    Some repairers and registered training organisations may be eligible to access safety and security information.

    • Safety information includes the hydrogen, high voltage and electric propulsion systems. This includes any other system connected to these.
    • Security information is the mechanical and electrical security system of a vehicle. This includes locking and immobilising systems. 

    Data providers must keep safety and security information separate from other scheme information. 

    Safety or security information can only be accessed if:

    • it's used for a repairer’s business or to provide a registered training organisation course, and
    • the individual requesting access has passed the required ‘fit and proper person’ check.
