On 25 June 2026, the ACCC released its fifth report as required under the Competition and Consumer (Price Monitoring-General Insurance Policies) Direction 2022. This fifth insurance monitoring report concludes the ACCC’s role.

The ACCC has found that the pool has moderated rises in insurance premiums for households and small businesses facing medium to high risk of cyclone, which account for around 2% of policies nationally. However, we continue to hear concerns about the affordability of insurance.

We have observed some improvements in the availability of insurance for some consumers, however insurers perceive a range of barriers to expanding their participation in these areas which are not limited to the cyclone risk addressed by the pool.

The pool has led to more insurers recognising cyclone risk mitigation measures implemented by policyholders, but some insurers are yet to implement mitigation frameworks.

The report includes a data methodology appendix and national premium, cost and profitability data appendix. We have also provided a supplementary spreadsheet which provides the average premium bands for combined home and contents insurance by Statistical Area Level 3 shown in Figure 6.1 of Chapter 6.

The report discusses key results from a survey of home insurance consumers in cyclone risk areas in Chapter 10. We have provided a supplementary spreadsheet with underlying data from the consumer survey.
