On 10 April 2025, the ACCC issued a draft determination proposing to grant authorisation to enable the City of Onkaparinga, City of Holdfast Bay, City of West Torrens, City of Salisbury, Town of Gawler and City of Port Adelaide Enfield (together, the Applicants) to form a joint renewable electricity buying group in which they pool their electricity demand and conduct a joint procurement and negotiation process for the supply of electricity and renewable energy certificates from renewable energy generators or providers.

The ACCC proposes to grant authorisation for a period of 12 years.

On 10 April 2025, the ACCC also granted interim authorisation to enable the Applicants to commence the proposed conduct while the ACCC completes its assessment of the substantive application. However, interim authorisation does not extend to the Applicants giving effect to any agreements with suppliers of electricity services.

The ACCC is now seeking submissions in response to the draft determination by Wednesday, 30 April 2025, before making its final decision. Further details about the application and how to make a submission are available on the ACCC’s public register.
