The ACCC is hosting its second free information session. In this online session participants will get:

  • more details on the obligations that start 1 October 2025
  • an overview of the ACCC’s guidance approach and online resources.
  • time for questions and answers.

Register for the session

About the code

A new code has been developed for water markets intermediaries. The code is made in regulations and takes effect in 2 phases:

  • 1 July 2025 and
  • 1 October 2025.

The code will apply to water market intermediaries such as:

  • brokers
  • exchanges
  • irrigation infrastructure operators that provide intermediary services including operating an exchange, and
  • any other intermediary service providers.

Water market intermediaries also need to follow new trust accounting obligations under the Water Act 2007, which started on 1 July 2025.

The purpose of the code is to regulate the conduct of eligible water markets intermediaries towards their clients. It aims to:

  • improve the integrity of, and trust in, water markets intermediaries
  • give greater protection and confidence to users of those intermediary services
  • help increase participation in relevant water markets, and
  • subject water markets intermediaries to broadly comparable regulatory safeguards that apply to intermediaries in other markets.

Previous information session materials

The ACCC hosted the first free information session on 19 June 2025. That session gave participants an overview of the new rules and when they start. It also covered how intermediaries can prepare themselves and the ACCC’s approach to compliance.
