In 2004, the ACCC was involved in various forums discussing next generation networks (NGN) and interconnection between those networks. The discussions identified that the regulatory regime at the time may not be appropriate in a NGN environment. As part of NGN discussions, the Australian Communications Authority (ACA) (now the Australian Communications and Media Authority) released a discussion paper on voice-over internet protocol (VoIP) services. In November 2004, the ACCC contributed a paper to the ACA on competition issues.

In April 2008, the Australian Government issued a Request for Proposals to build and operate a National Broadband Network. The ACCC had a role in providing advice to the Government's Panel of Experts on NBN Proposals. In January 2009, the ACCC contributed a report to the Expert Panel.
