On 11 April 2016, the ACCC announced that it was in discussions with NBN Co and Telstra about the competition implications of Telstra’s involvement in the rollout of the NBN. The rollout involves Telstra providing network activation and assurance services, and network planning, design, construction and construction management services for the NBN.

On 2 September 2016, the ACCC released its report on its assessment of the NBN Co-Telstra service delivery agreements, including measures that have been developed with a view to mitigating the competition issues.

On 21 December 2016, the ACCC provided an update on the reporting initiatives that NBN Co and Telstra are establishing with a view to mitigating potential competition issues.

On 30 November 2020, the ACCC discontinued its monitoring of potential advantage to Telstra in downstream markets from early access to NBN funded HFC lead-ins, and notified NBN Co and Telstra that it does not require them to provide further HFC-related reports.
