Access Determination for the domestic mobile terminating access service (MTAS)

Final Access Determination

On 8 December 2011, the ACCC released a final access determination (FAD) for the MTAS for the period 1 January 2012 to 30 June 2014. The FAD and accompanying explanatory statement are available below.



Draft FAD for the MTAS


On 23 September 2011, the ACCC released a draft FAD and an accompanying explanatory statement for public consultation. Interested parties were invited to make submissions on the draft FAD before 5.00 pm, 21 October 2011.


The ACCC received submissions on the draft MTAS FAD from AAPT, the ACCAN, Lycamobile, Optus, Telstra and VHA. Lycamobile, Macquarie Telecom and Optus also provided confidential versions of submissions.

MTAS FAD Discussion Paper


On 15 June 2011, the ACCC commenced a public inquiry and issued a discussion paper into making a FAD for the domestic mobile termination access service (MTAS). Submissions on the discussion paper were due by 27 July 2011.



The ACCC received submissions from AAPT, the ACCAN, the Competitor Carriers Coalition, David Havyatt, Macquarie Telecom, Optus, Pivotel, Primus, Telstra and VHA. Please note that Macquarie Telecom, Optus and Telstra also provided confidential versions of their submissions.

The ACCC also received late supplementary submissions from VHA, Telstra and Macquarie Telecom.
