Fixed line services

The six declared fixed line services are the key wholesale and access services delivered over Telstra's copper network:

  • unconditioned local loop service (ULLS);
  • wholesale line rental (WLR);
  • line sharing service (LSS);
  • public switched telephone network originating access (PSTN OA);
  • public switched telephone network terminating access (PSTN TA);
  • local carriage service (LCS)

Pricing principles

The Telecommunications Legislation Amendment (Competition and Consumer Safeguards) Act 2010 repealed section 152AQA of the Trade Practices Act 1974 (now the Competition and Consumer Act 2010).

 

The ACCC was required by section 152AQA to determine pricing principles for a declared service. The pricing principles could contain price–related terms and conditions and the ACCC could, specify indicative prices. The ACCC is now required to make access determinations for declared services which set out the terms and conditions of access to those services. Details of previous pricing principles reviews are contained below.

On 3 December 2009 the ACCC commenced a review of the 1997 access pricing principles for fixed line telecommunications services and on 17 September 2010 released a draft report for public consultation. On 21 December 2010 the ACCC suspended the review as a result of the legislative changes under the Telecommunications Legislation Amendment (Competition and Consumer Safeguards) Act 2010.

The ACCC conducted a public consultation on indicative prices for six fixed line wholesale services for 2009-2010

During 2008, the ACCC conducted a public consultation on indicative prices for ULLS. At the conclusion of the review, the ACCC released amended pricing principles and indicative prices to apply through to July 2009.

During 2008, the ACCC conducted a public consultation on pricing principles and indicative prices for the LCS and WLR service. At the conclusion of the review, the ACCC released pricing principles and indicative prices for the LCS and WLR service to apply through to July 2009.

Consultation has commenced on a model commissioned by the ACCC for regulated fixed network services.

In 2007, as part of its Strategic review of the regulation of fixed network services, the ACCC issued pricing principles and indicative prices for the LSS, and pricing principles for the ULLS.
