International comparisons of interconnection charges
An independent consultant's report comparing international interconnection charges was issued by the Australian Competition and Consumer Commission today.
The report, by Ovum Pty Ltd, is one of a number commissioned by the ACCC to assist it to assess Telstra's Undertakings for Domestic PSTN and AMPS Originating and Terminating Access Services. 'The release of this report for comment is an important part of the ACCC's public process in its assessment of Telstra's Undertakings,' Mr Rod Shogren, Commissioner responsible for telecommunications, said today.
Other reports will be issued for comment as they are completed in the coming weeks. 'The ACCC will form a view of the evidence incorporating all the reports once they have been issued and the opportunity for comment provided. 'In regard to Ovum's international comparisons, the ACCC specifically invites comments on the methodology used in the report.'
Ovum's report demonstrates differences between the interconnection charges proposed by Telstra and those of other countries and points to possible sources of these differences. 'The ACCC seeks comments on the likely sources of differences of interconnection charges between Australia and other countries identified in the report,' he said.
