Market definition
While the ACCC did not consider it necessary to reach a definitive view on market definition in this matter, the ACCC considered the transaction in the context of national markets for the manufacture and/or supply of:

- uncoated woodfree paper,
- coated mechanical paper, and
- coated woodfree paper.
Competition analysis
The ACCC formed the view that the proposed acquisition was unlikely to substantially lessen competition in the relevant markets.

In reaching this conclusion the ACCC noted that the proposed transaction was unlikely to lead to a significant change in market concentration in any of the relevant markets. The ACCC also had regard to the high levels of imports in each market.
