Following an extensive consultation period, the ACCC has closed on the consulation on the Analysys cost model.
A finalised version of the model, as used in the draft pricing principles and indicative price process, can be obtained by registering with Heather Ridley (heather.ridley@accc.gov.au or 03 9290 1983)

The ACCC has commenced consultation on the Analysys cost model for regulated fixed network services.
The Analysys cost model provides estimates of the price of a set of current declared fixed line services, including:
PSTN originating and terminating access service (PSTN OTA)
Unconditional local loop service (ULLS)
Local carriage service (LCS)
Wholesale line rental (WLR), and
Line sharing service (LSS).
The Analysys cost model has been developed using the ACCC's current pricing principles. However, the initial parameter values and resulting prices are not necessarily reflective of what the ACCC would conclude in regulatory pricing processes such as in the assessment of undertakings and in arbitrations.
Interested parties are encouraged to comment on the appropriateness of the model structure, engineering assumptions and parameter values.
The ACCC invites interested parties to respond to the issues raised in the discussion paper by 5p.m., 20 February 2009.
The ACCC has extended the period for which interested parties have to respond until 5p.m., 30 March 2009.
Where potential errors have been identified they will be notified on this page. The notification will include a description of the potential error, status and treatment.

Analysys cost model workshop (June 2009)
In June 2009, the ACCC with Analysys conducted an industry workshop to improve industry understanding and operability of the model.
At the time of the workshop, participants were provided with an revised redacted version of the model containing a number of parameters which the ACCC would not consider reasonable and would not be used in a regulatory process.
Participants were also provided with updated model documentation and a draft ACCC report Analysys cost model for Australian fixed network services: Results of consultation as at 3 June 2009. This document, as distributed at the workshop is available below.
The model is available by registering with Heather Ridley.
By registering, the interested party acknowledges that the model will be used only for personal non-commercial purposes and that material will not be reproduced, re-transmitted, distributed, displayer or commercialised without written permission from the Director ACCC Publishing.
Where interested parties have an ExchangeInfo licence, full versions of the Access code will be provided. Alternatively, redacted versions of these files will be provided.
