MTAS pricing principles and indicative prices 2009–2011
On 19 March 2009, the ACCC released final pricing principles and indicative prices for the mobile terminating access service (MTAS) for the period of 1 January 2009 to 31 December 2011, available below.
The ACCC sought submissions from interested parties on the Draft MTAS Pricing Principles Determination and indicative prices for the period 1 January 2009 to 31 December 2011, a copy of which is available below.
Interested parties were invited to make written submissions on the draft determination and indicative prices by 5pm on Friday 12 December 2008.
The ACCC received submissions from the ATUG, Competitive Carriers' Coalition, Hutchison 3G, Optus, Telstra, Unwired and Vodafone.
Fixed to mobile passthrough
In finalising the MTAS pricing principles determination 2009–11 the ACCC noted a lack of fixed to mobile (FTM) passthrough.
Subsequent to the MTAS pricing principles determination 2009–11 the ACCC engaged Analysys Mason to undertake a study of the regulatory treatment of FTM passthrough. Analysys Mason provided the ACCC with a report that benchmarked and researched international regulatory approaches to FTM passthrough, and provided a welfare model to estimate social welfare effects between different regulatory scenarios. The ACCC has recently received updated base data used for carrying out calculations with version 1.2 of the WIK Mobile Network Cost Model (WIK model 2008 update). The WIK model 2008 update consists of the latest population data from the ABS based on the 2006 Census.
Interested parties who have signed the access deed for the WIK Mobile Network and Cost Model—Version 1.2 can request access to the WIK model 2008 update by contacting Mr Fadi Metanios at Fadi.Metanios@accc.gov.au.
