On 19 December 2007, the ACCC made the Infrastructure Record-Keeping Rule (RKR) requiring 22 specified carriers to report on the locations of their core network and Customer Access Network infrastructure.
Amending the Infrastructure RKR
The ACCC has proposed amendments to the infrastructure RKR to make it more up to date and to broaden the scope of information required. A consultation paper and proposed changes marked up in the instrument can be downloaded below.
In February 2011 the ACCC published information about the availability of competitive fibre infrastructure across the country based on information collected under the Infrastructure RKR. The information is in the form of an aggregated list of Exchange Service Areas (ESAs) with more than two fibre infrastructure owners present. The list of ESAs is available below. The ACCC considered that publishing the information would enhance the transparency of one of the issues considered by the ACCC when performing its regulatory functions.
