Market definition
The ACCC did not consider it necessary to reach a definitive view on market definition in this matter. However, for the purposes of the competition analysis, the ACCC considered the following markets:
- the market for the supply of (time critical) courier services within Greater Perth (Perth Courier Market); and
- the market for the supply of (non time critical) express freight services within Western Australia (WA Express Freight Market).
Competition analysis
On 24 June 2008, the ACCC formed the view that the acquisition was unlikely to result in a substantial lessening of competition in the relevant markets. The ACCC considered that barriers to entry and expansion were relatively low in the relevant markets and that customers could readily switch to a competing provider at little cost.
