The Minister for Climate Change and Water, Hon Senator Penny Wong, has requested that the ACCC provide advice on water charge rules for the MDB. The ACCC’s advice is to include the provision of draft water charge rules.
Purpose
Water charge rules applied consistently across the basin will facilitate the efficient functioning of water markets by removing distortions to trade and by sending signals to water users about efficient investment in water infrastructure assets.
Water charge rules must relate to regulated water charges, which include:
Fees or charges payable to an irrigation infrastructure operator for:
Access to, or changing access to, and irrigation network;
Terminating access to an irrigation network, including surrendering a delivery right in relation to an irrigation network; and
Services in relation to the above
Bulk water charges;
Fees or charges to recover the cost of water planning and management.
The ACCC will be responsible for monitoring and enforcing compliance with any water charge rules made by the Minister.
