Local carriage service and wholesale line rental—pricing principles and indicative prices for 2008–2009

The local carriage service (LCS) is a service for the supply of an end-to-end voice grade carriage service between two points within a standard zone. It allows access seekers to resell local calls to end-users. The wholesale line rental (WLR) service allows access seekers to resell the basic line rental that allows an end-user to connect to the traditional voice network, make and receive voice calls, and have a telephone number.

In July 2006, the ACCC released the Local services review—final decision, where the Commission decided to continue the declaration of the LCS, and to declare the WLR, for a period of three years. The declaration of these services is due to expire on 31 July 2009. In November 2006, the ACCC made final pricing principles and indicative prices for LCS and WLR relevant for the 2006–2007 period.

On 30 April 2008 the ACCC released the Draft Pricing Principles for the local carriage service and wholesale line rental for 2008–2009 and an accompanying report which is available below. Interested parties were invited to make submissions on the draft pricing principles and indicative prices by Wednesday 14 May 2008.

Submissions in response to the draft pricing principles were received from four interested parties. The ACCC has taken the submissions into account in developing the final pricing principles and indicative prices. The final report was released on 6 August 2008 and is available below.
