ACCC seeks submissions on draft ULLS pricing principles
The Australian Competition and Consumer Commission today sought further comment on the appropriate pricing principles for the Unconditioned Local Loop Service (ULLS).
The ACCC first consulted on draft ULLS pricing principles in July 2006, following the declaration of the ULLS as part of the ACCC's strategic review of the regulation of fixed network services.
The ACCC received submissions from three parties in response to the draft ULLS pricing principles. However, it did not finalise the ULLS pricing principles given that there were a number of ULLS pricing issues being considered in undertakings and subsequently on appeal to the Australian Competition Tribunal.
The ACCC is now moving to finalise the ULLS pricing principles. Any interested party that wishes to make a submission or make an additional submission on the draft ULLS pricing principles should do so by close of business on Tuesday 6 November 2007.
The ULLS allows telecommunications service providers to gain the use of the copper cables between end users and the telephone exchange. Service providers can use the ULLS in conjunction with their own equipment in telephone exchanges to provide a range of telecommunications services, including traditional voice services and broadband internet access.
The ACCC published draft pricing principles for the ULLS in July 2006 with its decision to declare the ULLS and PSTN originating and terminating access services.
