In September 2007 the ACCC issued a record keeping rule (RKR) to Telstra. This RKR implements the first phase of the Infrastructure Audit.
Under the RKR, Telstra reports the total number of unconditioned local loop service (ULLS), line sharing service (LSS) and its own voice and digital subscriber line (DSL) services that are in operation as at the end of the calendar quarter. Telstra is required to provide a snapshot of the data marked for public release on a quarterly basis.
In December 2008, this information was also released as part of the report titled Communications Infrastructure and Services Availability in Australia 2008 jointly published by the Australian Communications and Media Authority (ACMA) and the ACCC.
