The ACCC did not reach a conclusive view in relation to market definition as it did not consider it was a critical issue, but used the following definitions for consideration of the acquisition: a national market for the production and supply of plastic automotive parts; and a national market for the production and supply of the tools required to make those parts.
Competition analysis
The ACCC took into consideration the views of market participants in reaching the conclusion that the acquisition was unlikely to substantially lessen competition. Imports were considered a significant constraint in both markets as well as in downstream markets. Furthermore, many large customers were considered to have considerable countervailing power.
