Under repealed section 152AQB of the Trade Practices Act 1974 known as the Competition and Consumer Act 2010 from 1 January 2011, the ACCC was required to publish, by written determination, non-binding model terms and conditions of access for each of the 'core' services, defined as:
the domestic public switched telephone network (PSTN) originating and terminating access services
the unconditioned local loop service (ULLS)
the local carriage service (LCS)
any additional core service specified in regulations by the minister.
The ACCC could take into account any model terms and conditions when arbitrating access disputes.
In October 2003, following a public consultation process, the ACCC issued model price and non-price terms and conditions. These model non-price terms and conditions have now expired. In November 2008, the ACCC issued new model non-price terms and conditions.
Section 152AQB was repealed by the Telecommunications Legislation Amendment (Competition and Consumer Safeguards) Act 2010.
