Telstra's PSTN originating and terminating access and local carriage service undertaking—March 2006

In March 2006 Telstra submitted an undertaking for the public switched telephone network (PSTN) originating and terminating access (OTA) services and the local carriage service (LCS). The undertaking sets out how Telstra proposes to meet its standard access obligations to supply PSTN OTA and the LCS from 1 July 2006 to 30 June 2008.

In particular, the undertaking relates to the prices Telstra proposes to charge for PSTN OTA services and the LCS.

The ACCC released Telstra's undertaking in April 2006 for the information of interested parties.

The ACCC released a discussion paper seeking comments on the undertakings on 5 May 2006. Submissions were due by 16 June 2006. Public versions of the submissions in response to the discussion paper are available below.

The ACCC released its draft decision to reject the undertaking in September 2006. That decision sought submissions in response by 29 September 2006. Due to difficulties experienced by parties in obtaining third party confidential information, the ACCC has extended the deadline to 20 October 2006. Those submissions for which the ACCC has received public versions are available below.

On 11 October 2006 the ACCC extended the decision-making period for the assessment of the undertaking until 4 December 2006. The letter extending the decision-making period is available below. The extension of the decision-making period followed the extension of time for submissions to the draft decision, which the ACCC made in response to Telstra's request for more time to make its response.

The ACCC released its final decision to reject the undertaking in November 2006. A public version of that decision is available below.
