Summary
The Australian market is characterised by healthy competition in at least some of the retail markets but this does not extend to full facilities based competition based on the costs and qualities of the underlying networks. Without regulation the move to this kind of sustainable competition is questionable. As a consequence, we are probably, at best, reaping only a small portion of the benefits of telecommunications competition.
