Note: there is a minor quantitative error on page 23 in the competitive safeguards report (Telco report 2003-04_Part 1). The yields and average profit per customer noted in the first paragraph of $9.30 per month for a residential customer and $7.40 for a business customer should read $12.40 and $9.90 respectively.
