Summary
I am delighted to be here on this important occasion and to have such an exciting topic to discuss. First let me say I will be exercising speaker's privilege and not answering the question! Rather I will point to how I think we best might go about answering it. I want to do so by looking to economics - and more particularly, to the economics of consumer protection.
