6. Does a prospective franchisee have to make a non-refundable payment to the franchisor in order to receive a disclosure document?

No. A franchisee does not have to make any non-refundable payments to the franchisor (or an associate of the franchisor) in connection with a proposed franchise agreement until 14 days after receiving a disclosure document.
