Undertakings have been made by Seven Network Australia Pty Ltd, Nine Network Australia Pty Ltd, Network Ten Pty Ltd and Oztam in relation to the release of metropolitan elemental data under each of their ratings service agreements with ACNielsen Australia and ATR Australia. These undertakings provide a framework for access by third parties to elemental data on reasonable commercial terms for the collection of metropolitan television audience measurement data. These undertakings seek to improve the competitive market conditions for software suppliers, advertising agencies, media buyers and planners which the Commission believed to be hindered by the previous ratings service agreements. The Commission has agreed to the requirement that a third party seeking access to elemental data comply with the “Gold Standard” in order to ensure consistency in any analysis done with the television audience measurement data.
