This is a report to Senator Alston, Minister for Communications, Information Technology and the Arts. Telecommunications regulation has contributed to many positive outcomes for consumers, including improved service quality and significant price falls. However, the ongoing lack of effective competition in many telecommunications markets means consumers continue to pay higher prices and receive lower quality services across the entire communications sector than they otherwise would.
