The EWCC is established under Parts 11 and 12 of the Utilities Act 2000. The EWCC facilitates the resolution of, and determines unresolved complaints and ensures, so far as practicable that utility services - electricity, gas, water and sewerage - continue to be provided to persons suffering financial hardship. The EWCC also protects the rights of consumers under the Act, provides advice to the Minister responsible for Part 5 of the Act or the ICRC on any matter about the Council's functions.
