The Conference will bring together comentators with experience from around the world, and include academics, regulators and industry representatives. The focus of the conference will be on regulation and investment. Topics to be discussed include:

• the economic basis for regulation
• regulating for efficient access to an existing essential facility
• regulation, risk and new investment
• the regulatory process.
