Building Block Model RKR

Background

In July 2011, the ACCC made Final Access Determinations (FADs) for the declared Fixed Line Services using a Building Block Model (BBM) - the Fixed Line Services Model (FLSM) - to determine the prices in the FADs. In the final report accompanying the FADs, the ACCC noted that it would use a BBM approach to determine prices for the declared Fixed Line Services in future Regulatory Periods.

Final BBM RKR

On 24 August 2012, the ACCC released the BBM RKR and an accompanying final decision. The final BBM RKR made minor changes to the draft BBM RKR released in March 2012, including the addition of a record-keeping declaration. The BBM RKR and the related final decision can be downloaded below.



Draft BBM RKR

On 21 March 2012, the ACCC commenced consultation on a draft BBM RKR. The draft BBM RKR requested information on forecast and actual data from Telstra relating to operating expenditure, capital expenditure, depreciation and demand which is required to effectively implement the FLSM.

Submissions on the draft BBM RKR position paper were due by 4 May 2012.
