The ACCC has decided to authorise the Recruitment, Consulting and Staffing Association Limited’s (RCSA) Professional Conduct Regime for a further five years. This regime sets standards for the conduct of over 2000 association members in their provision of recruitment and human resources services.
The ACCC has previously granted authorisation to RCSA in three successive five-year authorisations but the latest iteration of the regime includes significant changes in response to increased regulatory oversight in the industry.
The ACCC considers that its authorisation of RCSA’s professional conduct regime will continue to result in higher professional standards in the industry (specifically amongst RCSA members) than would be the case without it. It will also make it easier for job seekers and employers to make informed decisions about which recruitment services provider to engage.
The ACCC also considers that the arrangements are unlikely to result in public detriments, for example, by making it harder for recruitment service providers to compete with each other. The ACCC has not received any evidence that RCSA has refused membership in an anti-competitive manner.
In any future application for reauthorisation at the conclusion of this authorisation, the ACCC will look for evidence that RCSA is undertaking effective enforcement and compliance activities.
