On 19 April 2021, the ACCC made a submission to a consultation by Treasury on the timeliness of the National Access Regime (Part IIIA of the Competition and Consumer Act 2010). The submission covers the consultation topics of merits review, repeat applications and arbitration determinations. It also advocates broader reform so that the regime can effectively cover monopoly pricing.

Productivity Commission 2011 inquiry
In December 2010 the Australian Government referred the current economic regulation arrangements for airport services to the Productivity Commission for inquiry and report. The Productivity Commission released an issues paper on 25 January 2011.

The ACCC provided its initial submission to the Productivity Commission on 21 March 2011. The Productivity Commission released its draft report on 22 August 2011. The ACCC made a further submission to the inquiry on 10 October 2011.

Harper Review of Competition Policy 2014
The Australian Government has initiated a comprehensive review of Australia’s competition laws and policy (the “Harper Review”) —the first in more than 20 years. The competition policy review panel, established by the Government, released an issues paper on 14 April 2014.

In June 2014, the ACCC provided its submission in response to the issues paper. The ACCC provided a submission in response to the Draft Report on 26 November 2014.

The ACCC provided a submission to the Government’s public consultation on the Final Report on 29 May 2015. In October 2016, the ACCC made a submission on the changes the Government proposes to make to the CCA following the Harper Review.

In January 2017, the ACCC made a submission to the Economics Legislation Committee’s inquiry into the Competition and Consumer Amendment (Misuse of Market Power) Bill 2016.

On 20 June 2023, the ACCC made a submission to the Telecommunications Consumer Protections Code 2024 Review Discussion Paper. The submission sets out the ACCC’s position on telecommunication consumer protections priorities that should be incorporated into the code, as well as advocating for a stronger consumer safeguards regulatory framework to reflect the essential nature of telecommunications services.

The Convergence Review was an independent review established by the Australian Government in 2010 to examine the policy and regulatory frameworks that apply to the media and communications sectors. The final report of the review was released in April 2012.

On 23 September 2020 the Therapeutic Goods Administration (TGA) announced an interim decision on its proposal to amend the scheduling of nicotine in the Poisons Standard. The interim decision proposed to reschedule nicotine for human use in products such as electronic cigarettes, while retaining exemptions for tobacco prepared for smoking and registered smoking cessation products. The ACCC made a submission to the TGA in response to the interim decision on 12 November 2020.

Motor Vehicle Standards Act (MVSA) Review
On 13 December 2017 the Department of Infrastructure, Regional Development and Cities (DIRDaC) released its exposure draft of the Road Vehicle Standards package of legislation. This package included the draft Road Vehicle Standards Bill 2018 (the Bill), the Explanatory Memorandum to the Road Vehicle Standards Bill 2018 and the Road Vehicle Standards Rules 2017 (the Rules) which, if passed, would replace the current Motor Vehicle Standards Act 1989 and its subordinate legislation. The ACCC made a submission to DIRDaC in response to the package of legislation on 15 March 2018.
